Brazil, Southcom and the Push Towards War
Brazil’s former President Lula da Silva has expressed concern about the threat of armed conflict involving Brazil, and questioned the new National Defence Policy announced by Bolsonaro’s military dominated government. The new policy document highlights the possibility of growing tensions on the South American continent which could lead Brazil to mobilise the military in order to guarantee “national interests” and possible conflicts involving neighbouring countries. This has been interpreted as referring to Venezuela.

My friends and I have a bottle of rum, and I think for sure the cops will confiscate it, and maybe even arrest us. Instead, the cops motion for us to drink up, and we quickly comply. They confiscate the glass bottle so it can’t be broken and used as a weapon. This incident took place in Havana some years ago, and it tells a lot about what constitutes good policing. The cops were interested in preventing crime, not compounding it.

Recently, when a retired Chilean U.N. employee tried to enter ECLAC (United Nations Economic Commission for Latin America and the Caribbean, based in Santiago de Chile) to claim her pension in a bank inside the compound, her car was stopped by a U.N. security officer. She was asked to complete formalities. To her taste, the process was taking too much time, and she began honking. The head of security approached her, trying to explain the procedure, which had recently toughened up, due to the outbreak of COVID-19. The security head happened to be an African-Brazilian.
